Yamuna flood plain. It lies in area between the flood plain of river Yamuna and Delhi Ridge. Delhi ridge is a northern extension of ancient Aravalli Range.

This was amongst the first British buildings to be built in Shahjahanabad after the 1857 uprising. The site of Begum ki Sarai and Bagh, which was demolished in 1857 and was replaced by the Victorian-Edwardian building now known as the Town Hall. It was initially built as a center for Europeans and named Lawrence Institute. The Institute contained a darbar hall with a public library and reading rooms.

The impressive double-storeyed building stands today is colonial in style and it dominates the landscape of Chandni Chowk. Its spell-binding architecture is completed by the presence of a massive mesmerizing facade comprising of an enormous triangular pediment supported upon columns. It is built around a courtyard with arched openings. There are porches to the north and south of the building. The south porch is decorated with floral pattern. The external walls over the plinth form a large expanse relieved by regular pilasters with equal rhythms. Sitting on a moulded base the pilasters are rectangular and surmounted by a capital. The pilasters are high, holding the entablature over which is the parapet. There are niches of various types found in the exterior wall surfaces. External niches are square, circular, set within a rectangular. The plain moulding that curves around the openings is very prominent. The doors are of two types- arched and trabeate. The arched doors have a fixed semicircular fanlight above the normal door. Windows are of two types- rectangular in the interior and semicircular windows on the exterior portions. The semicircular windows have a fixed semicircular fanlight above the normal window. Mouldings have been used to articulate the building form, in the classical tradition. The cornice is the most elaborate, being more like an overhang. Dentils form a major component of the cornice. The entablature has a simple angular moulding. The column and pilaster rhythms are extended to the parapet, which consciously harmonizes the various elements. It is punctuated by low piers and walls and spaces in between are filled by balusters. The sandstone ceiling made with rectangular ventilators. It was constructed out of yellow brick and stone and carved in white stone. The building has over 50 rooms and two meeting halls and is presently used by the corporation to hold meetings. The pillar bears inscriptions in English, Hindi, and Urdu and is meant to remind the nation of Mahatma Gandhi s legacy, the charkha spinning wheel and a call for self-reliance.

The building is constructed of brick masonry and finished with plaster. Red sandstone has been used as structural material for roofing. Flooring has been done with terrazzo and marble. Doors and windows are made of wood and glass is used in windows.
